- Passage
- Final vote on whether a bill becomes law
- Amendment
- Vote on a proposed change to a bill
- Motion to Recommit
- Send bill back to committee (often a minority party tactic)
- Rule
- Sets the terms for debate on a bill
- Concurrence
- Agreeing with changes made by the other chamber
Floor Procedures
- Suspension
- Fast-track procedure for non-controversial bills. Limited debate, no amendments, requires 2/3 majority to pass.
- Under Rule
- Standard procedure with full debate and amendments allowed. Simple majority (1/2) required to pass.
